There is definitely something wrong with the bias circuit so I'd send the amp back.

There's also 2M resistance before the 4.7M so you have to measure before this too

The stuff i have indicates that this is not true for that unit. Besides which 2 meg

into a 10 meg dvm would still be 395 volts and that is still low.

Ahh... that puts a small snag on the whole thing. You could just replace the diodes and check the input voltage into the bias circuit to see if it is up to spec.
