I am willing to pay for $1000~2000, I don't care it is tube or ss, as long as it sounds great! Also, I plan to use it with HD650 or HD680(in future).

The GS-X is ...$2300. By all accounts, it drives Senn HD-6##s with aplomb. Also consider the Headroom Balanced Desktop, though it lacks preamp function. Most balanced tube units are significantly more expensive.

Yeah a GS-X is probably what I'd recommend for you as well. Also Eddie Current's up coming Zana Deux T aka ZDT but that's ~2600. I think.

Balanced Desktop also works for a lot less, though frankly I'd wait and see what their new line are going to be like

You could get a balanced b22 for that, or a balanced m3.
