A bit too low for my tastes. 8GB RAM is the bare minimum, and I'd want 16 at least for future versions of macOS.
The base refurb is more like a high-powered AppleTV box.
Sounds like neither RAM nor the SSD are upgradeable on the M1 Mini.
Are you buying a refurbished unit? They have the same warranty as new Macs.
Your specs sound reasonable for general purpose computing. I'm not sure when they'll update the Mini next... it might be next year. I think the current M1 prices are some of the better bargains out there for cost vs. performance.

I downloaded Monterey yesterday but I haven't had a chance to put it through its paces yet.

P.S. I had to run Monterey on a 2020 MacBook Pro this morning to wipe a Big Sur volume and both Finder and Disk Utility crashed several times. I think most people should wait a few months before upgrading to Monterey.
One of my big concerns with the old 16" MBP was the reported fan noise from connecting an external monitor. It's nice that they wanted to make sure thermals were under control (without throttling performance), but I prefer a silent computer if possible. The new one should be quiet.
