Ah, the difference is the mac box is what you have to buy if you are currently running tiger or panther on an intel mac. The lower price is only for people running leopard.

Have they said yet how the upgrade price is going to work for Leopard users? I plan to do a clean install for Snow Leopard, not some kind of OS upgrade.

Unknown at this point. My guess is the $29 disc will allow you to do a clean install, but only after verifying you have 10.5 on your machine.
