For what it's worth it doesn't look like it's iOS4. Setting is there on my 3G since installing iOS4. Looks like it's iPhone 4 specific then (and possibly 3Gs). Like you said probably a multitasking change.

Nice. It seems the reported removal of gap between external glass and display is so apparent it shows in photos. Icons "on glass" as it were.
