I'd say get the 4870 or 4890 over the GTX 260/275/280/285/295/whatever. Hard drive: The WD Cavier black is an amazing hard drive. The extra you pay for the black over the green is well worth it. As for the psu cable: Corsair will most likely give you one. Can't hurt to ask, the worst they can say is no.

I think what he's refering to is that the FET is screwed to the case without a means to insulate the FET from the case, resulting in possible issues with grounding / current running through the case.

If all your programs support 64 bit (ie: nothing is 16 bit, as 16 bit things don't run) and your hardware has 64 bit drivers, then you shouldn't have any problems if you do go with 64 bit which I highly recommend.
